Ethiopia, a nation known for its diverse culture and rich history, has instituted a notable reform in its maternity and paternity leave policies. This is a move that signifies a transformation towards gender equality and an amplified focus on the welfare of working parents. Maternity leave has been extended from 90 days to a full 120 days, while the introduction of paternity leave grants three paid days off for private sector workers.

Driving Forces Behind the Reform

This advancement is a component of Ethiopia’s comprehensive strategy to engineer a balanced work-life environment and to optimize the economic prospects of women. The catalysts for these reforms range from the country’s economic growth, the pressing need to address the requirements of both employees and employers, to government-led initiatives aimed at reducing poverty and attracting investments. All of these were set against the backdrop of a period of political transition.

Role of The Confederation of Ethiopian Trade Unions

The Confederation of Ethiopian Trade Unions, a leading voice for workers’ rights, was instrumental in drafting the new Labor Proclamation No.1156/2019. The Proclamation was a product of tripartite negotiations, demonstrating the value of collective decision-making in bringing about such policy changes.

Challenges on the Horizon

However, despite these strides towards progress, Ethiopia confronts a set of challenges in implementing these policies. These include disruptions caused by the COVID-19 pandemic, the lack of employer compliance data, fears of retaliation among employees, and deeply entrenched gender norms. It is critical to address these issues to ensure the success of the labor law reform.
