በሁሉም ደረጃዎችና በሁሉም የትምህርት ዘርፎች በተለይም በሳይንስና በቴክኖሎጂ ዘርፍ ለሴቶች የሚሰጡ ትምህርትና ስልጠናዎችን ለማስፋፋት ዝርዝር አወንታዊ እርምጃዎችን መውሰድ አለባቸው
የአፍሪካ የሰዎችና ሕዝቦች መብቶች ቻርተር የሴቶች መብቶች ፕሮቶኮል (ማፑቶ ፕሮቶኮል)፣ አንቀጽ 12(2) እና አንቀጽ 18 (2)(ለ)
- አባል ሀገራት፦
- በሴቶች ዘንድ ማንበብ እና መጻፍን ለማስፋፋት፣
- በሁሉም ደረጃዎችና በሁሉም የትምህርት ዘርፎች በተለይም በሳይንስና በቴክኖሎጂ ዘርፍ ለሴቶች የሚሰጡ ትምህርትና ስልጠናዎችን ለማስፋፋት ዝርዝር አወንታዊ እርምጃዎችን መውሰድ አለባቸው።
- አባል ሀገራት የኢንፎርሜሽን ቴክኖሎጂዎችን ጨምሮ በአዲስና ታዳሽ የኃይል ምንጮች እንዲሁም አስፈላጊ ቴክኖሎጂዎች ላይ ምርምርንና ኢንቨስትመንትን ለማስፋፋት፣ በዚሁም ላይ የሴቶችን ተደራሽነት እና የቁጥጥር ተሳትፎ ለማመቻቸት ተገቢውን እርምጃ ሁሉ መውሰድ ይገባቸዋል።

Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol), Article 12 (2) & Article 18(2)(b)
- States Parties shall take specific positive action to:
- Promote literacy among women;
- Promote education and training for women at all levels and in all disciplines, particularly in the fields of science and technology.
- States Parties shall take all appropriate measures to promote research and investment in new and renewable energy sources and appropriate technologies, including information technologies and facilitate women’s access to, and participation in their control.
