European countries’ policymaking is shaped through interconnected institutional structures, political actors, and decision-making mechanisms. For Ethiopia, engaging these processes early in their formative stages provides an opportunity to strengthen diplomatic influence and ensure that its role and interests are reflected in Europe’s future engagement with the Horn of Africa.
